Річард Еванс народився 29 вересня 1947 року у Лондоні, Велика Британія. У 1969–1972 роках студент Коледжу Святого Антонія, Оксфорд. У 1970–1971 роках навчався у Гамбурзькому університеті. У 2001 році отримав ступінь доктора філософії з історії у Кембриджському університеті.
